Yes, when management treats the statutory Social and Economic Committee (CSE) as a structured collective channel and prepares decisions early.
THE THRESHOLD

A Social and Economic Committee (CSE) must be established when the company has reached at least 11 employees for 12 consecutive months. The body’s responsibilities and operating rules expand materially from 50 employees.
Waiting until a sensitive project is ready for signature can create delay, incomplete information or mistrust. Threshold monitoring and a forward consultation calendar are operational controls.
